CADUS e.V. (CADUS) is a non-profit and independent aid organization based in Berlin with a sub-branch in Erbil, KR-Iraq. Our work is primarily concerned with providing medical support to people in crisis situations. These can range from sudden onset disasters to protracted and complex slow-onset emergencies. We aim to enable transformation of knowledge and technology. Together with local communities, we want to develop new and innovative projects that are both adapted to local conditions and actively shaped by recipients of humanitarian aid. Through interdisciplinarity, organizations and individuals should gain the opportunity to develop innovative humanitarian solutions via active participation in humanitarian work.

Context of the position

The role of the Project Finance Manager requires the management and responsibility of all administrative and accounting processes of CADUS operations in North-Eastern Syria and Iraq. The position comes with high individual responsibility and demands structural development skills. Cadus e.V. is a relatively small and young humanitarian organization. Hence, the Project Finance Manager should have joy in building structures, bringing in new ideas and taking a share in developing the organization’s strategy and structures. Close cooperation with staff in Country Offices (KR-Iraq and North-Eastern Syria) on an eye level as well as inclusive approaches should be the basis.

Scope of work

Financial Administration

• Track and manage deliverables and timelines related to grants, contracts, vendors, and partners
• Monitor grant administration to ensure compliance with reporting and expenditure requirements
• Supervise compliance of administrative documents and their proper filing
• Ensure the smooth flow of financial documentation and data from CADUS Branch in KR-Iraq and North-Eastern Syria to HQ
• Supervise flow of financial documentation from project partners and the compliance with Partnerships


• Supervise and approve regular accounting, including weekly reconciliations, monthly and yearly closing of accounts, monthly journal entries
Financial Reporting
• Preparation of financial reports, in coordination with administrative national team, to ensure conformity with donors’ procedures

Budget And Planning

• Collaborate with the Project coordination and Programs Manager to develop budgets
• Collaborate with the Project Coordination and Supply Chain Manager to monitor actual and forecasted expenses against budget to avoid under and overspending on the projects
• Monitor financial flows of the projects

Audit Process

• Collaborate to the management of financial audit performed on the projects
• Prepare information and be directly responsible for any assessment/audit performed by donor on administrative procedure


• Check the proper filing of procurement procedures
• Collaborate with Supply Chain Manager to update procurement tables


• Design and implement administrative routines, procedures, and systems to increase efficiencies
• Ensure compliance with Financial Management Manual and develop procedures to implement organizational policies on HQ and Country level (KR-Iraq and North-Eastern Syria)

Managing Team

• Supervise administrative and finance local personnel to complete routine tasks and provide for their capacity building

Qualifications and Knowledge

• Degree in Finance and Accounting, Finance Management, Business Administration, Economics, Political Science or related fields or relevant work experience
• Fluency in German and English both written and verbal
• Arabic knowledge is an advantage
• Full professional competency in Microsoft Office, especially Word, Excel. Experience with Accounting Software is an advantage.

Professional Experience

• At least 2 years of relevant working experience in a finance/accounting role
• Experience in budgeting and budget monitoring
• Experience in managing grant contracts in overseas humanitarian projects is an advantage
• Proven experience in coordinating and manage relationships with international and local partner organizations and donors is an advantage

Skills and Abilities

• Problem-solver approach with demonstrated resourcefulness in setting priorities and creating efficiencies
• Good verbal and written communication, interpersonal and team skills
• Proven organizational skills and ability to effectively manage multiple tasks while fostering quality and positive working relationships with colleagues
• Accountancy skills and ability to prepare financial reports
