Context of the position

Humanitarian needs in Northeast Syria remain exceptionally high, with the main hot spots in Al-Hassakeh and Ar-Raqqa governorates. Hundreds of thousands of people in Northeast Syria are at risk amid ongoing violence. The civilians continue to pay a very high price. Approximately 13 per cent of all population movements recorded represent secondary displacement/ movement i.e. from host community to collective shelter and vice versa, as well as movement/relocation between camps/sites. These recent displacements have compounded an already dire situation in which 710.000 people were already displaced, and approximately 1.8 million people are in need of humanitarian assistance.

The ongoing conflict, violence and displacement have grave public health consequences with increased morbidities, mortalities and disabilities among an affected and vulnerable population. The most affected are children, women and elderly people.

Within this highly complex political and social environment, CADUS is active as a humanitarian organization within the health sector.

For our work in North Eastern Syria (NES) and Northern Iraq (KR-Iraq) we are looking for a Medical Coordination.

Overall aims of the position
  • Medical focal point for CADUS projects in NES and KR-Iraq, mainly focusing on Al Hol Field Hospital and Patient Dispatch System
  • Define medical capacities for new projects, conduct medical needs assessment in NES and KR-I
  • Define medical strategic workplan in NES and KR-I in cooperation with Project Coordination and Program Manager
  • spend at least 3 months in a row in NES / Iraq (3 months out), in total 5-6 months per year in the region
Supplies and Equipment
  • define needs and gaps and how to improve medical standards of the ongoing projects in NES and KR-Iraq
  • assess medical infrastructure in NES and KR-I including availability of medical supplies, draft and adjust consumption lists to the medications and supplies used and available in NES and KR-I in cooperation with pharmacist and logistics
  • supervise procurement of medical equipment, assure medical staff can use the equipment and/or provide training on the respective equipment
  • assure all medical consumables and medication is available for each medical device
Quality of Care
  • develop and implement CADUS medical protocols and SOPs on in-field level (in cooperation with medical coordination at HQ level)
  • define gaps in CADUS medical SOPs and Guidelines and coordinate with HQ and medical coordination HQ on how to best complete them
  • supervise training schedule and plan for local staff
  • adjust and update capacities/services for existing projects such as Al Hol Field Hospital
  • keep track of medical adjustments and learnings during the project implementing period
  • develop medical job descriptions for local and international staff for each project
  • coordinate and improve the medical workflow (supplies, equipment, standards and procedures of local and international medical professionals)
Medical regional focal point
  • focal point for medical questions of the international medical team and local medical team
  • streamline medical communication between in-field and HQ, provide input for institutional learning from in-field
  • regular medical reporting to HQ and international team
  • support the crewing team in the deployment process for international medical staff
  • respond to medical ad hoc questions from in-field and HQ related to the projects in NES and KR-I
  • communicate ethical challenges to HQ and ethic commission
Qualifications
  • Medical Professional (medical doctor or nurse)
  • At least 3 years of experience of working in the field of expertise. Additional experience of working with health focused humanitarian programs/ projects with national or international Non-Government Organizations (NGOs) is an advantage.
  • Experience with medical M&E – including the development of tools and field assessments.
  • Fluency in English (written and spoken), Arabic skills are an advantage (written and spoken).
  • Good Computer Literacy: English Typing, Email Communication, MS Word, MS PowerPoint, and MS Excel.

Area of deployment and conditions

Duration:  As of now – 31st of December 2020 (option on extension)

The position is based in North Eastern Syria (NES) with regular visits to our office in Erbil and CADUS HQ in Berlin.

Valid legal documentation and No Travelling Restrictions within Iraq and Syria are a pre-requisite for this position.

Extended knowledge of, respectively interest in, the security situation in NES, ability to travel in all governorates in the NES and possibility to stay “on the road” for days at the time.
